According to the official ruling, the sanction is a result of the club's conscious and repeated failure to comply with orders, instructions, agreements, or regulatory obligations issued by the federation's governing bodies.
The RFEF's statement makes a clear distinction, noting that the sanction is levied against the club itself and not against its owner, Gerard Piqué.
