Federal Police Investigation Links Senator to Banker's Alleged Undue Benefits

Brazilian Federal Police allege Senator Ciro Nogueira received frequent undue advantages from banker Daniel Vorcaro, including a legislative amendment benefiting Banco Master.

In a major development in Brazilian politics, the Federal Police have identified Senator Ciro Nogueira as the central recipient of alleged undue advantages from banker Daniel Vorcaro. The investigation, part of the fifth phase of Operation Compliance Zero, reveals a pattern of benefits that reportedly included monthly payments, personal expense coverage, and access to high-value assets.

The probe highlights a particularly striking example of the alleged relationship. According to police documents, Vorcaro allegedly sent an envelope to Senator Nogueira containing the text of a legislative amendment. This amendment, numbered 11, was presented by the senator to a proposal concerning the financial autonomy of Brazil's Central Bank. Its content aimed to significantly increase the coverage limit of the Credit Guarantee Fund (FGC) from R$250,000 to R$1 million.

Investigators assert that the amendment's text was produced by Banco Master's advisory team and delivered directly to the senator. The Federal Police report states that the proposal submitted to the Senate "reproduced entirely the version sent by the bank." Following its publication, Vorcaro reportedly celebrated, stating the text "came out exactly as I sent it."

The significance of this amendment is tied to Banco Master's business model. The bank had been under regulatory scrutiny for its aggressive resource-raising strategy, which relied on issuing bank deposit certificates (CDBs) guaranteed by the FGC. Therefore, an increase in the FGC coverage limit would have offered greater protection for the bank's operations.

Beyond this specific case, the investigation points to a broader pattern. The Federal Police indicate there is evidence of frequent advantages, including the purchase of a company stake at a considerable discount and indications of cash payments. Furthermore, authorities note the circulation of drafts for other legislative projects of private interest from the senator's residence.

In November 2023, Vorcaro allegedly ordered the removal of envelopes from the senator's home. These envelopes reportedly contained drafts of projects of private interest, which were then taken to a law firm for revision before being delivered, already processed, to a server linked to Senator Nogueira.

The Federal Police operation has executed search and seizure warrants as part of its ongoing investigation into the alleged instrumentalization of a parliamentary mandate for private interests. Based on reporting from g1.
