The Rio de Janeiro Justice system has officially closed the police investigation into elected councilman Salvino Oliveira Barbosa. The probe, which alleged links to a criminal organization, was shut down by a judge who found no legal justification for its continuation.

In his ruling, Judge Renan de Freitas Ongaratto of the 2nd Specialized Court for Organized Crime pointed to "flagrant illegalities" in how the investigation was conducted. He further stated there were clear indications that the police apparatus may have been used for "political persecution" purposes.

The case against the councilman hinged primarily on a WhatsApp conversation from March 2025. The messages, exchanged between Edgar Alves de Andrade (known as Doca) and Elder de Lima Landim (known as Dom), allegedly mentioned an authorization for Oliveira to "work" in the Gardênia Azul area and receive support for his projects.

Judge Ongaratto determined that this single piece of evidence was insufficient to justify maintaining the investigation. The decision effectively ends the legal proceedings against the councilman, who had been detained as part of the probe before being released.

The ruling highlights concerns about the proper use of investigative powers and the potential for legal processes to be influenced by political motivations. The court's intervention underscores the judiciary's role in checking potential overreach by law enforcement agencies.

For Salvino Oliveira, the decision represents a significant legal victory, clearing him of the serious allegations that had clouded his political standing.
