PF Investigation Alleges Senator Received Monthly Payments and Luxury Perks from Banker

A Brazilian Federal Police probe alleges Senator Ciro Nogueira received up to R$500,000 monthly from banker Daniel Vorcaro, plus international travel and luxury hotel stays, in exchange for legislative favors.

A major investigation by Brazil's Polícia Federal (PF) has unveiled serious allegations of corruption involving a prominent senator and a powerful banker. The probe centers on an alleged scheme where Senator Ciro Nogueira is accused of receiving substantial, regular payments and lavish benefits from banker Daniel Vorcaro, the principal figure in the ongoing 'Operação Compliance Zero'.

According to the Federal Police findings, the alleged illicit arrangement involved monthly payments, or 'mesadas,' to the senator. These payments reportedly ranged from R$300,000 to R$500,000. The funds were allegedly funneled through companies administered by relatives of both Nogueira and Vorcaro, with one entity, BRGD, specifically cited as being created to facilitate these transactions.

Beyond the cash payments, the investigation details a suite of other economic advantages allegedly provided to the senator. These include funding for international trips, high-end restaurant bills, and stays at luxury accommodations. A specific example cited is the Park Hyatt hotel in New York, where daily rates can reach extraordinary figures. The allegations also mention the provision of a credit card to cover personal expenses.

The Federal Police assert that these benefits were not gifts but part of a clear exchange. In return for the financial advantages, Senator Nogueira allegedly used his official position to act in the Senate in favor of Vorcaro's private business interests. A key piece of evidence cited is an amendment the senator presented in August 2024, which aimed to expand the coverage of the Fundo Garantidor de Créditos (FGC).

The investigation reveals a startling level of coordination. The text of that proposed amendment was allegedly not drafted by the senator's own staff. Instead, it was reportedly prepared by Banco Master's team, sent to Vorcaro, and then physically delivered in an envelope to the senator's home address. The PF claims the final version presented in the Senate was an exact copy of the banker's draft.

Communications intercepted by the police paint a picture of a close and transactional relationship. In one message, Vorcaro allegedly referred to the senator as 'one of my great friends of life.' In another, after the amendment was filed, Vorcaro reportedly boasted to his then-girlfriend that it was 'exactly as I ordered' and described it as an 'atomic bomb' for the financial market.

The senator's defense has firmly denied the allegations. His lawyer stated that Nogueira did not receive any such payments and characterized the police searches as invasive, based solely on evidence from a third party's phone. The lawyer expressed confidence that the seized materials would not cause concern.

As part of the operation, a Supreme Court justice has prohibited Senator Nogueira from communicating with other individuals under investigation in the case. The probe continues to examine the full extent of the alleged relationship between political influence and private financial interests.
