Operation Clausura: Prison Corruption Probe in Campos dos GoytacazesThe Civil Police and Gaeco (Special Action Group for the Repression of Organized Crime) have launched the second phase of Operation Clausura, an investigation into a corruption and drug trafficking scheme operating within the Dalton Crespo de Castro and Carlos Tinoco da Fonseca prisons in Campos dos Goytacazes.
The investigation reveals that a criminal organization, comprising public agents, inmates, and local traffickers, was responsible for smuggling drugs, cell phones, and other illicit materials into the facilities. The probe was initiated following the murder of former correctional officer Marcelo Aparecido de Lima on April 8, 2025.
The first phase of the operation took place in December 2025, resulting in the arrest of suspects. In the current phase, three individuals linked to external supply have been formally charged, along with six correctional officers and three inmates.
The operation underscores ongoing efforts to dismantle organized crime networks operating within the prison system in the region.
